DECLARATION OF PRINCIPLES, POLICIES,
The Nationalist People’s Coalition is a democratic political p-arty. Its principles, policies, and objectives, as well as the authority of its leadership, derive from the consensus of its members. Every member adheres to the NPC through a formal Testament of Membership.
The NPC recognizes the talent, abundance of worth, vision, and civic spirit in our nation’s men, women, and youth. Their participation in politics through the NPC and their service in public office will enable us Filipinos to be the state that we can become and ought to be.
The NPC will contest other parties for elective public positions, always informing the Filipino people of the situation they are in, and leading them where they aspire to be.
The Nationalist People’s Coalition, above all, is resolved to gain the nation’s firm confidence and support as their capable and trustworthy agent of self-governance.
SECTION 1. The Nationalist People’s Coalition believes in the rule of law. It undertakes to uphold and defend the supremacy of the Philippine Constitution.
SECTION 2. The NPC believes that freedom releases the best in the human being, and discipline gives order and direction to the citizen’s efforts. Therefore, NPC is committed to the values of freedom and discipline as the foundation of a democratic society.
SECTION 3. The NPC is the coalescing or uniting of our best people in the cleansing and rationalizing of our government and public service; in the enforcement of accountability among our political leaders and civil servants; in the professionalization and effectiveness of our civilian, police, and military services.
SECTION 4. The NPC believes in the essential importance of educating our citizenry in values- through the family, the schools, the media, and our social institutions- as the prerequisite to skills in management, technology, and science.
SECTION 5. The NPC adopts Dr. Jose Rizal’s concept, in his La Liga Filipina, of the archipelago as a vigorous, compact, and multi-cultural community with a strictly secular government, its citizens blessed with freedom of religion. The NPC rejects the concept of a class war. The NPC regards the government as the unifying arbiter of social conflict and rejects arbitrary force and violence as the means to social peace.
SECTION 6. The NPC regards poverty alleviation programs a principal obligation of government in aid of the disadvantaged and the marginalized. It shall accordingly, be at the forefront in fighting for the rights, welfare-and emancipation of these sectors but not in the form of making the government a perpetual crutch of their dependency in the guise of social welfarism.
SECTION 7. The NPC believes in economic development as themain engine in poverty alleviation.
SECTION 8. The NPC respects the primacy of private enterprise in economic development. Accordingly, government policy should focus on supportive initiatives.
SECTION 9. The NPC believes in the social responsibility that is inherent in private ownership of private properties. The NPC protects all private property and income that are legitimately earned, subject only to re~sonable impositions for the public good that are least burdensome on the citizenry.
SECTION 10. The NPC assigns special importance to the formulation of a comprehensive inventory of the nation’s land, forestry, and fishery resources, their appropriate utilization, and controlled management. Virgin lands, forests, and coastal waters are to be developed subject to their integrity as the legacy of future generations, under clear ecological standards.
SECTION 11. The NPC supports initiatives for the rationalization of the structure of government which will optimize the benefits to the people, providing the most value in terms of governmental services for the taxes which they pay.
SECTION 12. The NPC believes that the relevance and efficacy of any political system rest on the quality of leadership and civic discipline.
SECTION 13. The NPC recognizes the immense contribution of overseas Filipinos to the national welfare and shall strive to protect rights and promote their legitimate interests.
