THE PARTY OFFICERS
SECTION 1. The National Party Officers shall be the Chairman,
the President, the Secretary General, the Treasurer and the GeneralCounsel. They shall be elected by the National Convention, and shall serve under the pleasure of said Organization.
The Secretary General, the Treasurer and the General Counsel shall be nominated by the Chairman.
SECTION 2. In the event of a vacancy, the National Central Committee shall fill the vacancy by appointment.
The appointee shall serve the un-expired term of his predecessor and shall have all the authority, duties and functions and responsibilities of his predecessor, including the right to vote.
SECTION 3. The Powers and Duties of the Chairman. The Chairman shall be the Chief Executive Officer of the Party and shall be the presiding officer of the National Convention and the National Central Committee. He shall represent the Party in all international conferences, meetings, or gatherings.
SECTION 4. The Powers and Duties of the President. The Party President shall be the Chief Operating Officer of the Party. He shall perform such duties or functions that the National Central Committee may assign.
SECTION 5. The Powers and Duties of the Secretary General:
|a.||The Secretary General shall be the keeper of the records of the NPC and of the meetings and other activities of the National Central Committee, and the National Convention;|
|b.||The Secretary General shall be Administrative Head of the National Office, and shall recommend to the President the office organizational structure and functional
systems, and the corresponding appointment of manpoWer requirements and budgetary requirements; and
|c.||The Secretary General shall perform such other duties and functions that the President and/or the National Central Committee may assign.|
SECTION 6. The Powers and Duties of the Treasurer:
|a.||The Treasurer shall be the keeper of the funds of the NPC, and shall keep a record of all receipts and disbursements in acco~dance with adaptable accounting systems to be approved by the National Central Committee;|
|b.||The Treasurer shall recommend to the National Central Committee, thru the President, ways and means of generating funds from membership dues and other sources; and|
|c.||The Treasurer shall .perform such other duties and functions that the President or the National Central Committee may assign.|
SECTION 7. The Powers and Duties of General Counsel:
|a.||The General Counsel shall be the principal legal adviser of the NPC, and shall represent the NPC in all legal proceedings;|
|b.||The Office of the General Counsel shall, as far as practicable, assist the different NPC chapters in their legal problems; and|
|c.||The Office of the General Counsel shall perform such other functions and duties as the national organs of the NPC may assign.|
SECTION 8. In recognition of his invaluable service to the Party, Honorable Ernesto Maceda, shall be the President Emeritus and shall be a permanent member of the National Central Committee.
