ARTICLE V

CHAPTER ORGANIZATIONS

SECTION 1. The foregoing organizations shall exercise such powers and duties as may be provided by the National Central Committee:

a. The Chapter Convention; and
b. The Chapter Directorate.

SECTION 2. The Chapter Convention when constituted by the National Central Committee shall have the following powers:

a. To assist in the formulation of the Party platform and to adopt the same; to adopt internal rules not inconsistent
with this Constitution;
b. To participate in choosing the officers of the Party as may be provided by the National Central Committee;
c. To decide on such issues, conflicts and matters as may be referred to it by the National Central Committee.

SECTION 3. The Chapter Directorate when duly constituted by the National Central Committee is the executive arm of the Party in their respective CHapters and shall have the following powers:

a. To assume the powers and duties of the convention when it is not in session;
b. To assume the control.and representation of the Party in their respective Chapter affairs;
c. To put into effect convention decisions;
d. To adopt and conduct continuing education, information and training programs for its members;
e. To engage in civic welfare programs and projects;
f. To support and campaign for the election of all official candidates of the Party;
g. To organize committees within their territorial jurisdiction;
h. To undertake financial projects to support the Party; and
i. To perform such other functions and duties as are consistent with and necessary for the effective management of the affairs of the Party.
